Law Department Lecturer Participates in EUVALWEB Final Conference on Constitutional Perspective on Migration, Transnational Crime, Fundamental Rights and Values

On May 27, 2025, Dr. Heliona Bellani, Lecturer of Public and Constitutional Law at Epoka University, participated as a speaker in the EUVALWEB Final Conference titled “Quo Vadis EU Security? A Constitutional Perspective on Migration, Transnational Crime, Fundamental Rights and Values”, held at the Faculty of Law, Goce Delcev University, in Štip, North Macedonia.

 

Dr. Bellani presented the co-authored paper “Protection and Protocol: Refugee Rights in Albania’s Constitutional Order”, written in collaboration with Prof. Assoc. Dr. Bojana Hajdini. The presentation focused on Albania’s Constitutional Court Decision No. 2 (2024), which reviewed the Italy–Albania Migration Protocol.

 

The paper offered a critical analysis of the Protocol’s constitutional implications, particularly in relation to migrant rights, the principle of non-refoulement, and national sovereignty. It argued that while the ruling affirms the Protocol’s constitutionality, it also highlights the complex legal and ethical challenges involved in aligning Albania’s legal framework with European Union and international human rights standards.

 

Participation in this conference reflects the Law Department’s continued engagement with pressing issues in European constitutional and migration law, as well as its commitment to contributing to regional academic and policy dialogue.
