Dr. Julinda Keçi has authored a conference paper titled "Output Performance-Based Contracts for Sustainable Infrastructure Maintenance", published as part of the Springer Series in Geomechanics and Geoengineering (SSGG). The paper was presented during the RE-BUILT Multiplier Event, held as part of the International Conference on Knowledge Transfer on Sustainable Rehabilitation and Risk Management in the Built Environment, and was first published online on July 2, 2024.
The research evaluates the effectiveness of performance-based contracts for road maintenance, focusing on Operation Performance Measures (OPM) and Management Performance Measures (MPM) in reflecting road conditions and contractor performance. While these contracts have achieved significant success in developed countries by improving road conditions, safety, user satisfaction, and cost efficiency, the study also addresses challenges faced in implementing such contracts in developing countries. The paper concludes with recommendations for improving the adoption of performance-based contracts in diverse contexts.
