The Erasmus+ CBHE project “Sustainable Living Labs for Regional Entrepreneurial Cooperation” (GreenWB) with project number: 101128457 is looking to subcontract External Quality Evaluator services. The external evaluator will be hired as a subcontractor to provide an independent assessment of the project's implementation. Using electronic and face-to-face contact the external evaluator is expected to assess, with all consortium partners, the progress and quality of the processes followed, as well as the project outcomes. The key role of the External Evaluator is to ensure that the quality of the project deliverables and process has been met. 

Project Description

The GreenWB (Sustainable Living Labs for Regional Entrepreneurial Cooperation) project brings together a network of higher education institutions and chambers of commerce from EU and the Western Balkans led by the University of Tirana, aiming to bridge the gap between academic theory and real-world industry needs by transforming Western Balkan universities into active regional hubs for green innovation that drive sustainable economic development.

The main goal of the Sustainable Living Labs for Regional Entrepreneurial Cooperation (GreenWB) project is to support green innovation and entrepreneurial skills of students in higher education, by developing the Partner Countries Universities (PCUs) entrepreneurial and innovation capacities through establishing Sustainable Living Labs, as well as enhancing their cooperation with enterprises, giving them the central role in the regional innovation ecosystem.

The project duration is 36 months starting from 1 November 2023 (extensions possible).

Selection Procedure

Applications from individual experts or organizations specialized in evaluating projects at local, regional or European level will be considered. 

The submitted offer must include;

• The CV and an expression of interest/presentation of the service provider,
• References and relevant certifications supporting the application.
• The requested price for carrying out the evaluation service clearly listed, taxes included.

Tenders should be submitted electronically to the e-mail projects@epoka.edu.al by 29 July 2026. 

The criteria for selecting the best service provider are the listed professional qualifications, references and estimated price for carrying out the activities. A contract will be concluded with the selected external evaluator no later than 30 days after the bid closure.

External Quality Evaluation Report

Evaluation will take into account formal criteria such as deliverable timelines and quality, impact, and also factors like consortium operational effectiveness and the overall performance against plans and objectives. Periodic activity and output survey reports produced during the project implementation will be assessed too. 

The External Evaluator will carry out the envisaged service and produce the external quality evaluation report no later than 30 October 2026
