The Head of the Department of Law, Dr. Gentjan Skara, participated in the conference “30 Years of Partnership and Progress: Albania, the Council of Europe and the Venice Commission,” organized by the Parliament of Albania on October 21st, 2025.
The conference was structured into three discussion panels, each focusing on different aspects of the partnership and its achievements. Dr. Skara attended the third panel, titled “Constitutional Justice,” which focused on the role of constitutional justice in safeguarding human rights, ensuring the constitutionality of laws and other normative maps, as well as integrity and acts in Albania, judicial independence, and judicial professionalism within the justice system.
The panel included distinguished participants such as Mr. Darian Pavli, Judge at the European Court of Human Rights for Albania; Mr. Philip Dimitrov, former Constitutional Court Judge and former Member of the Venice Commission, Bulgaria; Mr. Taulant Balla, Chair of the Socialist Party Parliamentary Group; Ms. Jorida Tabaku, Chair of the Committee on Human Rights and Public Information Means; Ms. Erinda Ballanca, Ombudsperson of the Republic of Albania; Ms. Aurela Anastasi, Professor of Constitutional Law at the University of Tirana; and Ms. Fiona Papajorgji, Judge at the Constitutional Court of Albania.
